Dear Senator Dowd:

This is in response to your request for an opinion on thirty questions concerning Act 1306 of 1997, codified at A.C.A. § 2-40-801 et seq. (Supp. 1997), which is entitled: "An Act to Prescribe Procedures for the Control and Eradication of Equine Infectious Anemia. . . ." ("The Act"). The questions are restated and answered below in the order posed.
