MICHIE, District Judge.
Raymond E. Hogan, Administrator of the Lynchburg General Hospital, and the Hospital Authority of the City of Lynchburg were originally made parties to a suit brought by the plaintiffs, as a class action, against them and various officials of the City of Lynchburg, Virginia, in what has been aptly termed by plaintiffs’ counsel as an “omnibus” suit— designed to end racial segregation in the city in all of its phases.
