Background1
In 1993 the Drug Enforcement Administration (DEA) began an investigation into cocaine trafficking by certain Canadian individuals. During the course of this investigation Jean Des Marteau, who was seeking an American source to supply a large quantity of cocaine, was introduced to an undercover *367DEA agent and they began negotiating the delivery of the narcotic to Montreal, Canada.
