The State of New York (petitioner) has filed a petition for civil management of respondent pursuant to article 10 of the Mental Hygiene Law, claiming respondent suffers from a mental abnormality. Specifically, petitioner’s expert, Dr. Frances Charder, diagnosed respondent with unspecified paraphilic disorder.
