This case is certified to us by the court of appeals under Ark. Sup. Ct. R. 1-2(b)(1), (4) and (d), and requires the interpretation of Ark. Code Ann. § 25-19-106 (b)(2) (Repl. 1996), the notice provision of the Arkansas Freedom of Information Act (FOIA).
