This is an appeal from the order of the Circuit Court of Cole County, Missouri, affirming a determination of the Industrial Commission of the State of Missouri, and the Division of Employment Security of the Department of Labor and Industrial Relations of the State of Missouri, that the Bi-State Development Agency of the Missouri-Ulinois Metropolitan District be the “successor” to St. Louis County Transit Company, under the provisions of Section 288.110, RSMo 1959, V.A.M.S.
