Dear Mr. Daniels:

This is in response to your request for an opinion regarding the ownership of certain land located in the Arkansas River. Specifically, you have enclosed a copy of a letter from a Fort Smith attorney asking whether the State "claims title to the former beds of the Arkansas River which were cut off as a result of the channelization of the river by the Corps of Engineers in the 1960s."
