This case involves two Freedom of Information Act (FOIA) requests submitted by People for the Ethical Treatment of Animals (PETA) to the National Institutes of Health (NIH). PETA requested records concerning NIH investigations of animal abuse at a university research lab, and specifically sought documents related to any investigations into complaints filed against three identified researchers.
