Koontz v. Association of Classified Employees

Plaintiffs-Appellants are members of an employee organization which represents the noncertificated employees of the Board of Education of Prince George’s County., (the Board). On June 10,1982 the employee organization held an assemblage of certain of its members for the purpose of voting for or against changes in the existing multi-year agreement between the employee organization and the Board.
