The State of Minnesota and its commissioner of public safety appeal from a declaratory judgment and permanent injunction issued November 21,1974. The district court found that plaintiff, Red Lake Band of Chippewa Indians, was a “state” or “territory and possession of the United States” as those terms are used in Minn. St. 168.012, subd. 8; 168.181, subd. 1; and 168.187, subd. 1.
