¶ 1. This is an original action under Article VII, Section 3(2) of the Wisconsin Constitution.1
¶ 2. The petitioners consist of two groups: (1) the Wisconsin Professional Police Association, Inc. (WPPA) and several of its individual members, and (2) the State Engineering Association (SEA), by its president, Thomas H. Miller, and several of SEA's individual members.
