Petitioner Mohammed Meguenine seeks reversal of an- order of the Board of Immigration Appeals (BIA or Board) denying his application for asylum under the Immigration and Nationality Act (INA) § 208, 8 U.S.C. § 1158, and his application for withholding of deportation under INA § 243(h), 8 U.S.C. § 1253(h). Meguenine’s most substantial claim is that the agency improperly required him to produce evidence of individualized threats of persecution in violation of 8 C.F.R. § 208.13(b)(2) (1997).
