— The appellee, George W. Hulvey, on the áth day of August, 1917, filed in the Circuit Court in and for Duval County, his bill of complaint against John W. East, as Tax Collector of Duval County, Florida. 'The bill, omitting the formal parts and the prayer, reads as follows:
