Plaintiff applied for Child Insurance Benefits under the Social Security Act for her child, Jessica Krenz, the alleged child of a fully insured wage earner, Jeffrey Blakley, who died unmarried on November 28, 1982, before Jessica was born. Plaintiffs application was denied initially and upon reconsideration and was then the subject of a hearing before an administrative law judge.
