The problems presented by these appeals have risen as a result of a broad*949caster’s attempt to give practical implementation to the Federal Communications Commission’s 1961 “clear channel” decision, Clear Channel Broadcasting In The Standard Broadcast Band, 21 Pike & Fischer, R.R. 1802 (1961), reconsideration denied, 24 Pike & Fischer, R.R. 1595 (1962), wherein it determined that the public interest would be better served by more extensive utilization of the nation’s dear channels.1 This court had occasion in Goodwill Stations, Inc. v.
