This case presents the question whether, by virtue of recent legislative developments or a closer look at old ones, this Court should overrule its decision in Zimmerman v. North American Signal Co., 704 F.2d 347 (7th Cir.1983). In that case, we defined “employer” in the context of the Age Discrimination in Employment Act (“ADEA”), a construction since extended to other anti-discrimination legislation including Title VII.
