Your request for an Attorney General's opinion has been referred to me for research and reply. Specifically, you ask whether the Council for the City of Central has authority to limit the placement of mobile homes to sites which have a concrete pad along with other construction/installation requirements as specified in Council Ordinance No. 2007-004.
