The parties to this appeal are the city of Lexington, a city of the second class, Thoma-s C. Bradley, mayor of the city of Lexington, J. J. 0 ’Brien, commissioner of finance of the city of Lexington, appellants, and the appellees are Board of Education of the city of Lexington, R. L. Norwood, president, J. O. 'S-i-mrall, business director of the Board of Education.
