PARTIES

The appellants are Jack Rabbit Lines, Inc., and the South Dakota Public Utilities Commission. Respondent is Stagecoach West, Inc. Although a protestant below, Gray Lines, Inc. of the Black Hills did not participate in this appeal. For purposes of convenience and clarity, the parties will be referred to as Jack Rabbit, Stagecoach West, Gray Lines, and the Commission.

ACTION
