In this action Plaintiff seeks declaratory and preliminary and permanent injunctive relief under the Federal Railroad Safety Act (FRSA), 45 U.S.C. § 421, et seq., and the Railway Labor Act (RLA), 45 U.S.C. § 151, et seq. On November 12, 1987, Plaintiff's members withdrew from service on carrier Defendant’s lines.
