Appellant Royce International Broadcasting Company challenges the Federal Communications Commission’s dismissal of its application for a television station license. The Commission based its dismissal on two grounds: first, that Royce had failed to establish good cause for amendments to its original application, and second, that even with the proffered amendments the application lacked crucial engineering data.
