Under ordinances passed by the board of council pursuant to the statute there exist in Mayfield two separate schools — one for the white children under the control of a board of education, and another for the colored children under the control ot another board of education. Each school receives from the State its pro rata of the school fund as provided in the Constitution and the statutes. The city levies a tax of 19 cents on each $100 of the property of white people for the benefit of the white school, and a like tax on the property of the colored…
