The Federal Deposit Insurance Corporation (“FDIC” or “agency”) petitions this court to review a decision by the Federal Labor Relations Authority (“FLRA” or “Authority”). The Authority held that the FDIC violated its duty to bargain under the Federal Service Labor Management Relations Statute (“FSLMRS” or “Statute”), 5 U.S.C. §§ 7101-7135 (1988), by unilaterally changing conditions of employment relating to (1) bi-weekly premiums paid by FDIC employees enrolled in the employer’s family health…
