In 1970 the Federal Communications Commission adopted “financial interest and syndication” rules designed to limit the power of the then three television networks — CBS, NBC, and ABC — over television programming. 47 C.F.R. § 73.658(j) (1990); see Network Television Broadcasting, 23 F.C.C.2d 382, 387 (1970), aff’d under the name of Mt. Mansfield Television, Inc. v. FCC, 442 F.2d 470 (2d Cir.1971).
