The sole question in this case is whether a statutory period of limitations for commencing a criminal prosecution is dispositive of an individual’s constitutional right to a speedy trial. Appellant contends that because appellee was indicted within the statutory period of limitations for commencing a criminal prosecution under R.C. 2901.13, the trial court and the court of appeals erred as a matter of law in determining that appellee’s speedy trial rights had been violated.
