The dispositive question in this case is whether a district court must conduct a trial de novo in reviewing an award of damages by a board of county commissioners in a road establishment proceeding. Thunderbasin Land, Livestock & Investment Co., Lorenz Ranch, Inc., Ferguson Ranch, Inc., Don Bosman, and Bonham Cattle Co. (collectively Thunderbasin) appeal a decision of the district court that affirmed the award of damages made by the Board of County Commissioners for Laramie County (the Board) for lands taken for the road.
