INTRODUCTION

This action arises out of a dispute surrounding the attempt by Virginia Fritz, Clerk of the United States Bankruptcy Court for the District of Arizona (Arizona Bankruptcy Court), to terminate from employment Mary Patricia Sipe, the Chief Deputy Clerk of that court. On July 22, 1983, Fritz notified Sipe, orally and in a hand-delivered letter, that her position would be eliminated effective August 21, 1983.
