This was a First Amendment case against the City of Worcester brought by a former management level municipal employee. Plaintiff Elizabeth Mullaney claimed her supervisor, former City Manager and individual Defendant Thomas R. Hoover, wrongly retaliated against her for three identified expressions of her free speech rights by instituting progressive discipline against her.
