{¶ 1} The petitioner, Colleen Kempf, commenced this habeas corpus action against the respondents, the state of Ohio and the Ohio Department of Rehabilitation and Correction (collectively referred to as “the department”), to compel her release from incarceration. She submits that her reincarceration after her successful completion of an intensive program prison and release is unauthorized.
