BELL, Circuit Judge:

This petition to review an order of the Federal Maritime Commission has its historical roots in that phase of the transportation industry which began with the completion of the transcontinental railroads some one hundred years ago. Competition between the Atlantic and Gulf Coast gateways on the one hand, and the Pacific Coast gateways on the other, for traffic moving between the Far East, Australia, and New Zealand and the central United States is the subject matter which gives rise to the petition to review. We affirm. 1
