ROSENBAUM, Circuit Judge:
*1354 We can't tell what time it is by measuring yards. We can't know how much something weighs by measuring lightyears. We can't see how long a field is by measuring degrees of heat. And we can't quantify rainfall by measuring it on the Richter magnitude scale. That's because in all of these cases, the measuring device simply is not designed to gauge the thing we are trying to measure.
