Appeal from a judgment of the Court of Claims (McNamara, J.), entered August 9, 1996, upon a decision of the court in favor of claimant Robert E. Faulkner.

Claimant Robert E. Faulkner (hereinafter claimant) is the owner of a corner lot at the intersection of Albany-Shaker Road and Troy-Schenectady Road in the Town of Colonie, Albany County.
