Appeal from a judgment of the Supreme Court (Connolly, J.), entered December 31, 2013 in Albany County which, in a combined proceeding pursuant to CPLR article 78 and action for declaratory judgment, among other things, granted respondents’ motion for summary judgment dismissing the petition/complaint.
