HADDEN, Justice.

This is an appeal from a suit seeking judicial review of an order of the Texas State Board of Dental Examiners. On September 16, 1993, following a series of administrative proceedings, the Texas State Board of Dental Examiners (“the Board”) revoked the dental license of Appellant, Troy W. Simmons (“Simmons”), pursuant to the provisions of the Dental Practice Act. Tex.Rev.Civ.Stat. Ann. art. 4543, et seq. (Vernon Supp.1994).
