Lake Ridge Development, LLC (“Appellant”) developed a subdivision, Lake Ridge Estates, in Springfield, Missouri, which contained a road outside the city limits of Springfield but within Greene County called River Oaks Lane; that road provided access to National Avenue from Lake Ridge Estates.
