After a wastewater treatment plant for one of its development projects vastly exceeded projected costs, the plaintiff, Massachusetts Housing Opportunities Corporation (MHOC), *326filed a complaint alleging tort claims (counts I - III), breach of contract (count IV), and violation of G.
