I. BACKGROUND
Johnson, an Illinois private citizen, filed a pro se civil complaint against the Financial Management Service of the U.S. Department of the Treasury (“Treasury”) in which she alleged that Treasury deducted money from her federal disability benefits in violation of 31 U.S.C. §§ 3711(a) and 3716.
