Plaintiff United States Steel Corporation (Steel) brought suit for declaratory judgment claiming insurance coverage under policies issued by the defendant, Hartford Accident and Indemnity Company (Hartford) and seeking damages for Hartford’s breach of its duty to defend Steel in underlying state court actions.
