WEBSTER, Circuit Judge.

In this appeal, we are asked to review for substantive and procedural defects the academic dismissal of a student from the University of Iowa College of Medicine.

The record furnishes us with the following relevant facts: on October 1, 1971, Bernard H. Greenhill applied for admission to the University of Iowa College of Medicine as a junior. His two prior attempts to gain admission there had been unsuccessful. In the interim he had completed two years at the College of Osteopathic Medicine and Surgery, 1 where he passed his courses but ranked near the bottom of the class.
