The Department of Transportation, Bureau of Driver Licensing (DOT) appeals from an order of the Court of Common Pleas of Washington County (trial court) which *460sustained Roger Alan Hendricks’ (Licensee) appeal from a three month suspension of his operating privileges for failure to maintain financial responsibility pursuant to Section 1785 of the Vehicle Code (Code), 75 Pa.C.S. § 1785.
