GARRISON, Presiding Judge.
Osage Water Company (“Osage Water”) appeals from the entry of summary judgments in two cases filed by it. In the first, Osage Water sought an injunction and damages from Parkview Bay Development, Inc. (“Parkview”) and Bayberry Development Co. II, Inc. (“Bayberry”) (“Case No. 1”). Later, it filed suit against the City of Osage Beach (the “City”) seeking an injunction and damages (“Case No. 2”). These cases were consolidated, with other suits filed by Parkview and Bayberry.
