Plaintiffs, as citizens and taxpayers of the city of Pendleton, brought this suit to restrain the city, its mayor and councilmen, from executing or carrying into effect certain powers purporting to have been conferred upon the city by an amendment of the city charter and by certain ordinances, which had been submitted to and adopted by the legal voters of the city at an election called for that purpose.
