Our present consideration of this cause is restricted to the question of the jurisdiction of the appeal.

Under date of April 7, 1952 the Board of Levee Commissioners of the Orleans Levee District (hereinafter sometimes referred to as Levee Board) leased and rented unto Paul J. Lacassin certain immovable property equipped as a recreational center which is identified as Lincoln Beach and located in the Parish of Orleans.
