1. RELEVANT FACTUAL BACKGROUND. 1

On April 18, 2016, a Complaint was filed in the United States Court of Federal Claims by Rejeana Merriman, the mother of Dominic Liebe Monier-Moreno. The Complaint alleges a number of tort, civil rights, and criminal claims against individuals and state officials. Compl. at 2.
