WINTER, Circuit Judge:
Newport News Shipbuilding and Dry Dock Company (hereinafter the “Company”) was found by the National Labor Relations Board to have violated §§ 8(a)(1) and (5) of the National Labor Relations Act by insisting, to the point of impasse, oh a change in the scope of the collective bargaining unit that had been certified by the Board as a condition precedent to agreement on a contract.
