This appeal concerns a magistrate judge’s duty to order service of a civil cover sheet indicating a jury demand with the rest of a pro se prisoner’s complaint when, pursuant to local rule, the magistrate has assumed responsibility for review and service of the complaint. Tyrone Wright (“Wright”) appeals from the January 27,1994, order of the United States District Court for the Northern District of New York (Ralph W.
