SWANSTROM, Judge.

This case involves a dispute over a public works contract. The issues on appeal focus on a writ of prohibition stopping work under the contract. For reasons explained below, we vacate the trial court’s order granting the writ.

The issues are framed by the following facts. Agricultural Services, Inc. (ASI) of Blackfoot, Idaho, was the lowest bidder on a public works construction contract with the City of Gooding.
