Plaintiffs-appellants challenge the Illinois Secretary of State’s policy of denying reinstatement of a driver’s license or issuance of a restricted driving permit to individuals solely because they have two or more convictions for driving under the influence of alcohol and five years have not elapsed since the date of the latest revocation.
