Larry Grimes (Appellant) appeals the trial court’s grant of summary judgment in favor of the City of Tarkio (City); Nick White (Mayor); and city council members Marvin Southard, Jackie Aeschliman, Donald Noland, and Janice Beneda (collectively “Respondents”).
