I. Introduction
This matter is before this Court on Plaintiffs’ motion for a stay pending appeal pursu*167ant to Federal Rule of Civil Procedure 62(d), without a requirement that they post a supersedeas bond. For the reasons set forth herein, Plaintiffs’ motion is GRANTED in part and DENIED in part.
